My horn on my CJ rarely works, when I push the button I hear the relay, sometimes if im lucky i get thr horn to honk. If you have any suggestions please post them, I need my horn for my drivers test to get my liscence

Have you traced the wiring yet? Or checked to see if you have continuity of the wires?
What about a defective horn itself? It works every so often. I can get a bad starter to work every so often too.
You can hear the relay? Are you sure its the relay? It is possible it is bad.

Check the horn. Run a jumper wire from battery to horn.
Check relay. You can actually jumper around the relay. Only for test purposes.
Check continuity on wires.

just hook up a button on the dash like i did when i changed my steering wheel.

Mine wasn't working either, so I pulled the cover off of the relay today. The magnet was working, but the contact was bent. I "adjusted" it and all is well.

check if the horn is actually getting the power. Use a voltmeter attached to the wire into the horn and then honk it. I had a horn burn out on me.
